flooded by phone calls ��� nearly twice the normal average ��� and hit with
an unusual volume of constituent e-mails as voters voice their concern
over the worsening debt-ceiling crisis. At least [1]104 of 279
congressional websites surveyed by CNN were down or had experienced slow
connections on Tuesday, after President Obama's speech Monday night. In
his address to the nation, Obama called on the American people to 'make
your voice heard.' House Speaker John Boehner's website responded with a
'Server Too Busy' or 'Bad Request (Invalid Hostname)' message during
parts of the day. His switchboard reported as many as 150-300 callers on
hold, wanting to leave their thoughts for the speaker. House Chief
Administrative Officer spokesman Dan Weiser said that [2]lawmakers'
websites and phone lines began to sag with the traffic on Monday night.
'Last night we had some website problems. ... There was some websites
that were hosted by outside vendors that had slowness, sluggishness,
people had trouble getting in. And that was rectified early this
morning.'"

International Space Station (ISS) into the ocean at the end of its life
cycle after 2020 so as not to leave space junk, [1]the space agency said
on Wednesday. 'After it completes its existence, we will be forced to
sink the ISS. It cannot be left in orbit, it's too complex, too heavy an
object, it can leave behind lots of rubbish,' said deputy head of
Roskosmos space agency Vitaly Davydov."

part by interest among the Ruby community and younger developers, Git has
been gaining share for open source development largely because of its
distributed architecture, analysts note. And the version control system

Eclipse is making Git its preferred version control system, a move
inspired by developers and members."

An anonymous reader writes "Thirty years ago, on July 27 1981,
[0]Microsoft bought the rights for QDOS (Quick and Dirty Operating
System) from Seattle Computer Products (SCP) for $25,000. QDOS, otherwise
known as 86-DOS, was designed by SCP to run on the Intel 8086 processor,
and was originally thrown together in just two months for a 0.1 release
in 1980 (thus the name). Meanwhile, IBM had planned on powering its first
Personal Computer with CP/M-86, which had been the standard OS for Intel
8086 and 8080 architectures at the time, but a deal could not be struck
with CP/M's developer, Digital Research. IBM then approached Microsoft,
which already had a few of years of experience under its belt with M-DOS,
BASIC, and other important tools ��� and as you can probably tell from the
landscape of the computer world today, the IBM/Microsoft partnership
worked out rather well indeed."

man believed to be 'Topiary', the official spokesperson of the LulzSec
hactivist group. The man was arrested at his home in the Shetland Islands
earlier today (July 27), and is being transported to a central London
police station." Also today, LulzSec has [1]called for a boycott of
PayPal saying ���We encourage anyone using PayPal to immediately close
their accounts and consider an alternative.���

An anonymous reader writes "A security expert has [0]panned Google's
"real name" policy on Google+, claiming that the hard line will damage
privacy. Sophos's Chester Wisniewski says that closing accounts where
users have adopted false names erodes privacy on the social network.
'What they seemed to have missed is that the very foundation of privacy
is identity. Simply knowing my postal code or birth date is meaningless
without a name to associate it with. By requiring people to only use
their real names, unless they just happen to be a celebrity, they have
eliminated the ability for people to be private in any meaningful way.'"

all its remaining data on temperature measurements following a freedom of
information bid. Most temperature data was already available, but critics
of climate science want everything public. Following the latest release,
raw data from virtually all of the world's 5,000-plus weather stations is
freely available. Release of this dataset required [2]The Met Office to
secure approval from more than 1,500 weather stations around the world.
The article notes that while Trinidad and Tobago refused permission, the
Information Commissioner ruled that public interest in disclosure
outweighed those considerations."

Meshach writes "Scientists in Canada researching why salmon stocks are
depleting face being [0]muzzled by the Canadian Conservative government.
Quoting: 'Science told Miller to "please feel free to speak with
journalists." It advised reporters to contact Diane Lake, a media officer
with the federal Department of Fisheries and Oceans in Vancouver, "to set
up interviews with Dr. Miller." The documents show major media outlets
were soon lining up to speak with Miller, but the Privy Council Office
said no to the interviews. The Privy Council Office also nixed a
Fisheries Department news release about Miller's study, saying the
release "was not very good, focused on salmon dying and not on the new
science aspect," according to documents obtained by Postmedia News under
the Access to Information Act. Miller is still not allowed to speak
publicly about her discovery, and the Privy Council Office and Fisheries
Department defend the way she has been silenced.'"

A Chinese couple who really like to game are under arrest for selling
their kids and converting the money into game currency. From the article:
"In 2009, Li Lin and Li Juan welcomed their second child, a baby girl,
and came up with the idea to [0]sell her for money to fund their online
game obsession. They did so, receiving RMB 3,000 (less than $500), which
they spent entirely shortly after. The couple then proceeded to sell
their first child and got 10 times as much for him -- RMB 30,000, or
about $4600. Upon having their third child -- another boy -- the parents
followed in their previous footsteps and also got RMB 30,000 for him." I
wonder what the "kid seller" achievement looks like?

causes the [1]uncanny valley response. They compared functional MRI scans
of volunteers watching two different types of videos: those showing
human-appearing androids, and those showing the humans that the robots
were created to mimic. 'The results suggest that the uneasiness we feel
could be caused by a "[2]perceptual mismatch between appearance and
motion."' Basically, the brain seemed to react in a strongly negative
manner when the robotic motions of the android didn't match its
human-like appearance."

Earth Trojan asteroid, a rock that more-or-less shares Earth's orbit
around the Sun. Seen in data by NASA's WISE mission, 2010 TK7 is about
300 meters across and leads the Earth by 60 degrees around the Sun.
Trojans have been seen for Jupiter, Neptune, and Mars, but this is the
first for our planet."

latest video using HTML5. The video is pretty cool itself, but the

French Guiana on the northern coast of South America, building [0]the
first Soyuz launch facility in the Western Hemisphere. Soyuz rockets
normally carry 3,500 pound payloads into orbit, but from the French
Guiana spaceport, the rocket will have an added benefit of being near the
equator where the Earth's spin makes launching slightly easier. This
extra boost allows Soyuz to deliver a 6,600 pound payload into orbit. The
first launches are scheduled for October."

The Installer quotes a gizmag story saying "Akamai might not be a
household name but between 15 to 30 percent of the world's Web traffic is
carried on the Cambridge, Massachusetts-based company's internet platform
at any given time. Using data gathered by software constantly monitoring
internet conditions via the company's nearly 100,000 servers deployed in
72 countries and spanning most of the networks within the internet,
Akamai [0]creates its quarterly State of the internet report. The report
provides some interesting facts and figures, such as regions with the
slowest and fastest connection speeds, broadband adoption rates and the
origins of attack traffic."

insurers over data breach liability claims highlights the challenges that
companies can sometimes face in getting insurance providers to [1]cover
expenses arising from cybersecurity incidents. Zurich American Insurance
Co. asked the court last week to [2]absolve it of any responsibility for
defending or indemnifying Sony against claims arising from the recent
data breaches at the company. The data breaches at [3]Sony's PlayStation
Network, [4]Sony Entertainment Online and Sony Pictures resulted in
account data on close to 100 million individuals becoming exposed and
over 12 million credit and debit cards being compromised. The breaches
have so far resulted in at least 55 putative class-action lawsuits being
filed against Sony in the U.S and another three lawsuits filed against it
in Canada. Sony expects to spend close to $180 million in the next year
alone on breach-related costs. But analysts say insurance might not have
even been worth it in Sony's case: 'There aren't many success stories
where cyber insurance [has played] a significant role in reducing the
cost of incidents,' said Gartner analyst John Pescatore. Um, [5]better
security as an insurance policy maybe?"

Sergeant Joe Smart says Conroe police have been using its Facebook page
to profile suspects and criminals since May ��� like a woman accused of
stealing credit cards, masked gunmen caught on tape burglarizing a local
store and a suspected computer thief, who the department's Facebook
friends just helped police catch. 'It works. The witnesses are looking at
it and they are giving us information,' says Smart. Police say
[2]Facebook friends in Conroe already helped them catch two wanted
suspects and gather leads on several other open cases. Apparently the
idea of using facebook to catch criminals is getting picked up in other
places as the Toronto Police Service announced their [3]goal is to have
about 175 officers with online profiles by early November. 'We've
prevented some pretty serious incidents simply because people reached out
to the few police officers that were using social media,' says Constable
Scott Mills, the force's social media officer. 'This is going to lead to

Trailrunner7 writes "Former HBGary Federal CEO Aaron Barr says he will
[0]withdraw from a planned appearance at the DEFCON conference in the
face of threatened legal action over his plans to take part in a panel
discussion there. Barr notified DEFCON organizers on Wednesday that he
was withdrawing from the Aug. 6 panel discussion after attorneys
representing HBGary Federal threatened to file an injunction against him
if he did not withdraw from the panel immediately. The incident is just
the latest in a series of conflicts between Barr and HBGary Federal
following attacks by the anarchic hacking group Anonymous on February 5."
