and IP law professors, David Post of the Volokh Conspiracy law blog has
[0]drafted and signed a letter in opposition to Senator Leahy's 'PROTECT
IP Act.' Quoting: 'The Act would allow the government to break the
Internet addressing system. It requires Internet service providers, and
operators of Internet name servers, to refuse to recognize Internet
domains that a court considers "dedicated to infringing activities." But
rather than wait until a Web site is actually judged infringing before
imposing the equivalent of an Internet death penalty, the Act would allow
courts to order any Internet service provider to stop recognizing the
site even on a temporary restraining order or preliminary injunction
issued the same day the complaint is filed. Courts could issue such an
order even if the owner of that domain name was never given notice that a
case against it had been filed at all.'"

patents and copyrights on Android devices. The US Patent Office and
Trademark Office (USPTO) has provisionally declared all 24 claims of
patent number 6,125,447 as being invalid. The USPTO based its decision on
a patent that had been used in another case. This patent was granted in
1994 ��� three years before Sun filed its Java patent application. The US
patent office also considered two publications released in 1996 as
evidence that Sun's described method for protecting applications via
'protection domains' was anticipated by 'prior art.'"

China, to provide results for English-language queries. From the NY
Times: "Baidu, which dominates Chinese-language search services here with
about 83 percent of the market, has been trying for years to improve its
English-language search services because English searches on its site are
as many as 10 million a day, the company said. Now it has a powerful
partner. 'More and more people here are searching for English terms,'
Kaiser Kuo, the company���s spokesman, said Monday. 'But Baidu hasn���t done
a good job. So here���s a way for us to do it.' Baidu and Microsoft did not
disclose terms of the agreement. But the new English-language search
results will undoubtedly be censored, since Beijing maintains strict
controls over Internet companies and requires those operating on the
mainland to censor results the government deems dangerous or troublesome,
including references to human rights issues and dissidents."

that the huge increase in coal-fired power stations in China, up from
just over 10 gigawatts (GW) in 2002 to over 80GW in 2006, has [1]masked
the impact of global warming in the last decade because of the cooling
effect of their sulphur emissions. But scientists warn that rapid warming
is likely to resume when the short-lived sulphur pollution ��� which also
causes acid rain ��� is cleaned up and the full heating effect of
long-lived carbon dioxide is felt. 'Reductions in carbon emissions will
be more important as China installs scrubbers [on its coal-fired power
stations], which reduce sulphur emissions,' says Dr. Robert Kaufman.
'This, and solar insolation increasing as part of the normal solar cycle,
[will mean] temperature is likely to increase faster.' The effect also
[2]explains the lack of global temperature rise seen between 1940 and
1970 as the effect of the sulphur emissions from increased coal burning
outpaced that of carbon emissions, until acid rain controls were
introduced, after which temperature rose quickly. 'Warming due to the CO2
released by Chinese industrialization has been partially masked by
cooling due to reflection of solar radiation by sulphur emissions,' says
Prof Joanna Haigh. 'On longer timescales, with cleaner emissions, the
warming effect will be more marked.'"

An anonymous reader writes "Laser guns and other 'directed energy
weapons' have remained in sci-fi lore because of their inefficiency,
bulkiness, and poor beam quality. Now an MIT Lincoln Lab spinoff called
TeraDiode is developing a diode laser that uses 'wavelength beam
combining' to create what it calls [0]the brightest and most powerful
laser of its kind. The two-year-old company, backed by $3 million from
the U.S. Department of Defense and $4 million from venture capitalists,
is working on a compact airborne laser system for planes to shoot down
heat-seeking missiles. Eventually, the lasers could be mounted on a tank
or ship to destroy enemy UAVs or even incoming artillery shells. That's
still at least three to five years away, but with advances in
semiconductor lasers there seems to be quite a renewed interest in
weaponry."

from UK Prime Minister David Cameron to respond to 'really appalling'
allegations that its News of the World tabloid [1]hacked into the
voicemail of murdered schoolgirl Milly Dowler. The tabloid printed a
story based on a voicemail left on Dowler's mobile phone on April 14,
2002, when she had been missing from her home in Surrey, southwest of
London, for more than three weeks. According to a Guardian newspaper
report, a private detective working for the tabloid gained access to
Milly Dowler's phone messages after she was abducted in March 2002 and
the detective, Glenn Mulcaire, is alleged to have deleted voicemail
messages on Dowler's phone, [2]giving her parents 'false hope' she might
still be alive and thereby complicating the police investigation.
According to one source, when her friends and family discovered that her
voicemail had been cleared, [3]they concluded that this must have been
done by Dowler herself and, therefore, that she must still be alive."

tablet, TouchPad, last week. This device was also the first to showcase
WebOS in a tablet. The tablet received several [0]harsh reviews, though
some stated that the OS showed potential. Most of the criticism
surrounded the sluggish software and the lack of apps. As reported by
CNET, WebOS chief Jon Rubenstein rallies his troops by [1]comparing the
WebOS tablet's debut to that of Mac OS X, which also struggled early on.
