tax system that will tax drivers based upon how much they drive rather
than just taxing the vehicle itself. The trials utilize a little box
outfitted with GPS, wireless internet, and a complex rating system that
tracks a car's environmental impact, its distance driven, its route, and
what time it is driven as a fairer way to assess the impact of the
vehicle and hopefully dissuade people from driving. The proposal will be
introduced slowly as a replacement for the current car and gas tax,
however it is most certainly controversial and will be a real test of how
far environmentally savvy Dutch citizens will be willing to go to reduce
the impact of the car."

to [0]installing Linux on a 386 laptop, which looks like a nice rainy-day
project, as long as you are a stubborn hardware collector. It gets
complicated, though, because 386 support has long since disappeared from
most mainstream distros, which is why the writer went with Debian 1.3.1.

describe an approach as well as file formats and APIs [0]to eliminate the
printer driver as a requirement for users to access a printer and print
documents. If the company has its way, there will be three ways to access
a printer in the future: The first will be via a conventional software
driver. The second will be via a cloud service and the third will be via
a driverless access method that supports 'universal' printing from any
type device."

redirecting end-user traffic in order to generate affiliate payments,
using a system from Paxfire. A class action lawsuit has been filed
against Paxfire and one of the ISPs. This is a serious allegation, but
it's the tip of the iceberg. I'm not sure if everyone understands the

Energy Department this week [1]spotted 40 new research projects $175
million to develop everything from light-weight building materials to
electronics and advanced fuel. Last month, the U.S. set new fuel
efficiency standards for cars and light trucks, saying they must hit 54.5
miles per gallon by Model Year 2025. The projects awarded contracts
should address some of the issues involved in making cars and trucks more
fuel efficient. At least that's the idea."

ruled in favour of Tucows, saying that domain names are [1]considered
property, rather than being a license. This has major ramifications for a
people both inside and outside Canada, doubly so since Tucows is a major
domain registrar. This ruling comes from a very high court, which means
that any appeal must go to the Supreme Court of Canada. So there is a
good chance this ruling will stand."

United Kingdom. The research conducted by telecom watchdog OfCom has
revealed that users should invest in mobile phones different than latest

expected, all the 2G operators have widespread coverage of the roads that
were surveyed with relatively few not-spots. [1]3G coverage is much lower

The Lodsys saga continues; reader WyzrdX writes with this excerpt from
Wired: "[0]Google has intervened in an ongoing intellectual property
dispute between smartphone application developers and a patent-holding
firm, Wired.com has learned, marking the Mountain View company's first
public move to defend Android coders from a patent troll lawsuit that's
cast a pall on the community. The company says it filed a request with
the United States Patent and Trademark office Friday for reexamination of
two patents asserted by East Texas-based patent firm Lodsys. Google's
request calls for the USPTO to assess whether or not the patents' claims
are valid."

vulnerabilities in the BlackBerry Enterprise Server that could allow an

image file to a user's BlackBerry device. The vulnerabilities are in

and Research in Motion said that an attacker who is able to exploit one
of the bugs might also be able to move from the compromised BES server to

unclonable functions' (PUFs), or variations in manufacturing that are
