On this day, the President directs that the American flag be flown at half-staff on all U.S. government buildings, the White House and at individual American homes. The President also asks Americans to observe a moment of silence beginning at 8:46 AM (EDT), the moment the first plane struck World Trade Center's North Tower on September 11, 2001.
