8's use of the UEFI Secure Boot feature on Thursday. Tony Mangefeste of

work, according to a non-profit watchdog group. 'The study points out

superior skills and cost savings." The Project on Government Oversight
says its salary comparisons prove that those cost savings are not being
realized. However, the comparisons do not address any cost savings that

federal government itself does not know how much money overall it saves

regarding net neutrality. The rules go into effect on 20 November, nearly
a year after they passed in a 3-2 vote. The [1]FCC's statement (PDF)
summarizes the rules thus: 'First, transparency: fixed and mobile

performance characteristics, and commercial terms of their broadband
services. Second, no blocking: fixed broadband providers may not block
lawful content, applications, services, or non-harmful devices; mobile
broadband providers may not block lawful websites, or block applications
that compete with their voice or video telephony services. Third, no
unreasonable discrimination: fixed broadband providers may not
unreasonably discriminate in transmitting lawful network traffic.' It
should be noted that some of the language is a little ambiguous; who is
to decide what constitutes 'unreasonable discrimination?'"

method for [0]scanning brain activity and then constructing video clips
that represent what took place in a person's visual cortex ([1]abstract).
The technology is obviously quite limited, and "decades" away from any
kind of sci-fi-esque thought reading, but it's impressive nonetheless.
From the news release: "[Subjects] watched two separate sets of Hollywood
movie trailers, while fMRI was used to measure blood flow through the
visual cortex, the part of the brain that processes visual information.
On the computer, the brain was divided into small, three-dimensional
cubes known as volumetric pixels, or 'voxels.' ... The brain activity
recorded while subjects viewed the first set of clips was fed into a
computer program that learned, second by second, to associate visual
patterns in the movie with the corresponding brain activity. Brain
activity evoked by the second set of clips was used to test the movie
reconstruction algorithm. This was done by feeding 18 million seconds of
random YouTube videos into the computer program so that it could predict
the brain activity that each film clip would most likely evoke in each
subject. Finally, the 100 clips that the computer program decided were
most similar to the clip that the subject had probably seen were merged
to produce a blurry yet continuous reconstruction of the original movie."

H.264 video codec by default. But Google supports only the WebM (VP8) and

dent in Apple and Microsoft's bottom line, or that of the MPEG LA's, then
expect to see a lawsuit or two headed Google's way after 2015,' concludes

An anonymous reader tips news that Dell, Intel, and the Texas Advanced
Computing Center will be working together to build "Stampede," [0]a
supercomputer project aiming for peak performance of 10 petaflops. The
National Science Foundation is providing $27.5 million in initial
funding, and it's hoped that Stampede will be "a model for supporting
petascale simulation-based science and data-driven science." From the
announcement: "When completed, Stampede will comprise several thousand
Dell 'Zeus' servers with each server having dual 8-core processors from
the forthcoming Intel Xeon Processor E5 Family (formerly codenamed "Sandy
Bridge-EP") and each server with 32 gigabytes of memory. ... [It also
incorporates Intel 'Many Integrated Core' co-processors,] designed to
process highly parallel workloads and provide the benefits of using the
most popular x86 instruction set. This will greatly simplify the task of
porting and optimizing applications on Stampede to utilize the
performance of both the Intel Xeon processors and Intel MIC
co-processors. ... Altogether, Stampede will have a peak performance of
10 petaflops, 272 terabytes of total memory, and 14 petabytes of disk
storage."

existing Dish Network subscribers that will offer them access to DVD and

streaming movies and TV shows. It will debut on Oct. 1 and be accompanied
